Each cargo tank of a tank barge must have an overfill control system that can be inspected at the tank for proper operation prior to each loading. The high level and overfill alarms could not be tested during the inspection because the cargo tanks containing asphalt could not be heated and the alarm indicators were seized with product. Demonstrate proper operation of alarms to the satisfaction of the attending Marine Inspector prior to loading cargo.

The material, design, construction, workmanship, and arrangement of main propulsion machinery and of each auxiliary, must be at least equivalent to the standards established by the ABS. Ship service generator #1 had a fire on its conditioner (scrubber unit). Company shall provide the following items.

Submit a risk mitigation plan acceptable to the OCMI prior to departing the port of NY/NJ.

Submit technician's report attesting to the condition of the #1 generator, root cause evaluation of the fire and any damage suffered from the fire. Plan to be finalized and submitted within 7 days as long as item 1 is accepted.

Company to provide root cause report and scope of acceptable repairs with 30 days of this report.

Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. An approximate 1/4" hole was discovered on the top of the number 5 port cargo tank. Temp repair has been put in place. The cargo is approximately 2.5' below the tank top. Vessel is permitted to proceed to Port Canaveral for discharge of cargo and await attendance from Marine Inspector for any additional movement once dock side. Vessel is not permitted to leave Port Canaveral until damage survey is conducted. 46 CFR 32.60-1 Code 705 damage survey required

Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. An approximate 1/4" hole was discovered on the top of the number 5 port cargo tank. Temp repair has been put in place. Vessel is permitted to depart Port Canaveral for discharge of remaining cargo and must complete permanent repairs to deck area found wasted to the satisfaction of cognizant OCMI prior to loading any additional cargoes in any tank. Rectification of this deficiency must begin no later than 14 days from this date 04Jan2025 (NLT 18Jan2025). 46 CFR 32.60-1 Code 705 issued for permanent repair prior to loading any further cargo.

All tank vessels of 150 GT and over, or 79 feet in length or greater, navigating the oceans, coastwise waters, and Great Lakes are subject to the Load Lines regulations in 46 CFR subchapter E. Vessel did not have a valid Load Line certificate at the time of inspection. 46 CFR 31.25-1

When major alterations or major repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect for new construction insofar as possible. When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible. Vessel reported crack in bulkhead at bottom of #2 port ballast tank. Provide class report attesting to repair and suitability for intended service.

Each pressure vessel, other than one exempted by this section, must be subjected to a hydrostatic test at a pressure of 1 1/4 times the maximum allowable working pressure twice within any five-year period, except that no more than three years may elapse between any test. Vessel has pressure vessel in heater room that is overdue for inspection. 46 CFR § 61.10-5(d)

There must be ground detection for each ship's service power system, lighting system, and power and lighting distribution systems isolated by a transformer. Several bulbs for the ground detection panels on the A and B bus, and the port lighting panel were inoperative.

Provide technican report attesting to proper operation of high level and overfill alarms systems. Top be completed prior to next cargo onload operation.

Repair light fixture on forward cargo pumproom exterior bulkhead.

Tug was preparing to face with barge prior to pilots arrivel and the ebb took the tug into the outer quarter of stern on the barge Penn No 92 resulting in a fracture. Vessels reps need to crop and renew effected area.

Vessel must have all cargo hoses tested at proper maximum allowable working pressure, 1.5 times MAWP or provide certificate that has the cargo hoses de-rated.
