The high level and overfill alarms could not be tested during the inspection because the cargo tanks containing asphalt could not be heated and the alarm indicators were seized with product. Demonstrate proper operation of alarms to the satisfaction of the attending Marine Inspector prior to loading cargo.

Vessel is permitted to proceed to Port Canaveral for discharge of cargo and await attendance from Marine Inspector for any additional movement once dock side. Vessel is not permitted to leave Port Canaveral until damage survey is conducted.
