The Coast Guard recorded this vessel and the following in the same
inspection activity — normally a tug and the barges in its tow. A recreational or
unclassed hull in the same activity is held and not published, so it does not appear
here: these lists are a floor, not a complete manifest.
A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. Vessel was flooding into the port stern void. Flooding was not being proactively managed and requires repair. Prior to movement, the scope of damage and potential temporary repairs must be evaluated by vessel's TPO or USCG. Vessel to submit a repair plan and complete an internal structural exam and drydock exam prior to further operations.

According to the USCG Navigation Center, the HERBERT J PLAISANCE is FCC registered to broadcast MMSI 367386570, but is broadcasting an MMSI of 367386576. Duty MI noted that MMSI 367386570 is an unregistered MMSI. Provide a valid FCC certificate with the MMSI listed consistent with the MMSI listed on the vessel's AIS. - 33 CFR 164.46(d)(2)(iii)
