Two self contained breathing apparatus (SCBA's) must have a minimum 30 minute air supply and full face-piece. MI's observed both SCBA's under 30 minute air supply. Provide service record of SCBA's meeting compliance.

EPIRB must maintain valid proof of registration. MI's observed EPRIB registration MMSI number not meeting FCC certificate. Provide valid EPRIB registration matching FCC MMSI number.

Each towing vessel must be maintained and operated so as to minimize fire hazards . Marine inspector found excessive oil and dirt on the port and stbd generator windings.

Storage areas are kept free from accumulation of combustible and flammable materials insofar as practicable. Marine Inspector found oil and paint thinner throughout the vessel.

Decks and bulkheads designed to be watertight or weather tight must be maintained in that condition. Marine inspector found numerous holes throughout the vessels watertight bulkheads.

Closure devices must be provided for deck house or hull penetrations, which open to the exterior of the vessel and which may allow water to enter the vessel. Marine inspector found multiple hatches with worn seals.

One 40-B portable fire extinguisher fitted in the engine room for each 1,000 brake horsepower of the main engines or fraction thereof. Marine inspector found that there were only three 40-B portable extinguisher in the engine room.

A 40-B portable fire extinguisher must be located near the storage room or cabinet. Marine inspector found in sufficient number of exstinguishers near flame locker

A fixed fire pump must be capable of: delivering water simultaneously from the two highest hydrants, at a pressure 50 psi. Marine Inspector found the fire pump gauge was only showing 45 psi during operation.

All pressure vessels must have the MAWP indicated by a stamp, nameplate, or other means visible to the crew.Marine inspector found no data plate on the pressure vessel.

Each towing vessel must be equipped with navigation lights in accordance with 33 CFR 84. Marine inspector found multiple navigation lights out on the mast.

For towing vessels with berthing aboard, a sufficient number of additional life jackets must be carried so that a life jacket is immediately available for persons at each normally manned watch station. Marine Inspector found life jacket was missing from operating station.

Each towing vessel must perform the applicable tests in Table 143.245(b) of this section. The tests required by this section must be recorded in accordance with part 140 of this sub chapter. Marine inspector found safety relief valve on pressure vessel were last tested in May 2021.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Marine inspector found alternate means of steering was non operational.

All towing vessels must be operated in a manner that minimizes the risk of down-flooding and progressive flooding. Overhead penetration for searchlight control was found leaking.

Vesseles fireifghting tank had a wrong PSI low psi. guage was believed to read time of air in minutes compared to the total PSI within each tank.

Received a report of a leak from the ballast water tank into the adjacent lube oil tank through a crack. Vessel welded a doubler over the crack as a temporary repair. An approved repair plan is required prior to permanent repairs. 46 CFR 143.205(a)

Each towing vessel must be equipped with navigation lights, shapes, and sound signals in accordance with the International Regulations for Prevention of Collisions at Sea or 33 CFR 84 as appropriate to its area of operation. Vessel must repair/replace all broken navigation lights.

Closure devices must be provided for deckhouse or hull penetrations, which open to the exterior of the vessel and which may allow water to enter the vessel. These devices must be suitable for the expected route. Vessel must repair hull penetrations for search lights, both are leaking.

Each towing vessel must be fitted with a general alarm that is capable of notifying persons in any accommodation, work space, and the engine room. Vessel must ensure the general alarm activates in the engine space when activated from the bridge.

Each towing vessel must have either a self-priming, power-driven, fixed fire pump, a fire main, and hoses and nozzles in accordance with paragraphs (a) through (d) of this section; or a portable pump, and hoses and nozzles, in accordance with paragraphs (e) and (f) of this section. Marine Inspector observed fire pump inop pressure when hoses were in operation. Prove that the fire pump can produce the required pressure with hoses operating to the satisfaction of the attending Marine Inspector.

Each towing vessel 79 feet or more in length operating on oceans and coastwise routes that does not have an installed fixed fire-extinguishing system must have the following:(a) At least two firefighter's outfits that meet NFPA 1971 (incorporated by reference, see § 136.112 of this subchapter); and(b) Two self-contained breathing apparatus of the pressure demand, open circuit type, approved by the National Institute for Occupational Safety and Health (NIOSH), under 42 CFR part 84. The breathing apparatus must have a minimum 30-minute air supply and full facepiece. Marine Inspector observed both SCBA bottles with less than 30 minutes air supply. Recharge bottles and prove to the satisfaction of the attending Marine Inspector.

Marine Inspector observed hot water relief valve on hot water tank did not have piping to bilge installed. Pipe relief valve to bilge and prove to the satisfaction of the attending Marine Inspector.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Marine Inspector observed excessive water dripping from port and starboard engine shaft seals into the bilges. Ensure shaft seals are tightened per manufacturers instructions and prove that bilge has been pumped free of water to the satisfaction of the attending Marine Inspector.

A towing vessel 79 feet or more in length must carry four lifebuoys, with one lifebuoy located on each side of the operating station. Lifebuoys must be at least 610 millimeters (24 inches) in diameter. Marine Inspector observed worn and wasted lifebuoys. Prove that lifebuoys have been renewed/replaced to the satisfaction of the attending Marine Inspector.
