On a tank barge each cargo tank must be equipped with an overfill device that is an installed high level indicating deveice meeting requirements of 46CFR39.2003.
Found the high level and overfill alarms on the #2 cargo tank inoperable.

High level alarms for cargo tanks not functioning. Each cargo tank of a tank barge must have a working liquid overfill protection arrangement. All cargo operations are restricted until overfill protection alarms are proved working to the attending Marine Inspector.
