Resolution: Vessel was put on dry dock.Once the vessel was on dry dock it was discovered that the port tail shaft was broken causing the wheel to push into the rudder. The port tail shaft has been removed and replaced with a spare.

A fixed fire pump must be capable of delivering water simultaneously from the two highest hydrants, or from both branches of the fitting if the highest hydrant has a Siamese fitting, at a pitot-tube pressure of at least 344 kilopascals (kPa) (50 pounds per square inch (psi)), and a flow rate of at least 300 liters per minute (lpm) (80 gallons per minute (gpm)). MI observed the fire pump was found to be non-operational and failed to meet the regulatory pressure requirements due to electrical faults of the motor controller. 46 CFR 142.325(a)(1)
