A vessel's machinery is designed and must be maintained to provide for safe operation of the vessel and safety of persons on board under normal and emergency conditions. Vessel reported a loss of propulsion to the starboard engine while in the vicinity of mile marker 386.1 in ICW. Vessel will provide the technician's report attesting to proper repair and cause of the loss of propulsion to the starboard engine.
