The clamp that holds the two steering rods together where they connect below the pilot house had a loose tighting bolt in addition to a cracked tack weld that together hold the clamp to the steering rod. The result was the steering sticks could be turned in the pilot house but the steering rod beyond the clamp conection would not move in unison. Determine cause of connection failure and repair to the satisfaction of attending Coast Guard inspector.
Condition: Improper/Lack of Maintenance
