After a towing vessel receives its initial COI, the OCMI will inspect a towing vessel subject to this sub chapter located in his or her jurisdiction at least once every 5 years. Vessels COI expired on 09SEP2024. Complete COI renewal inspection to the satisfaction of an attending Marine Inspector. 46 CFR 136.212(a)

While conducting engine room walk through noted several inches of slops in bilges; questioned crewmember about a slop tank; crewmember showed CG slop tank and sounding tube, which showed tank was nearly full. Remove slops from bilges and empty slop tank. Provide documentation slops have been removed.

While on safety walk through noted two (2) bolted hatch covers on forward bulkhead of below deck maintenance/store room; questioned crewmember about hatches; crewmember stated they were ballast tanks. Reviewed RCP Manual Ch. 7.30 Ballast Water [name withheld] states: 4 Policy:[4.1] Evansville Marine Service, Inc. does not operate vessels that are equipped with ballast tanks. In the event that there is a need to conduct ballast water operations, it must be approved by the Vice President of Operations. If ballast water operations are conducted, the annual reporting requirements will be met in accordance with applicable Federal law and regulations. Vessel Stability Statement does not mention Ballast Operations. Provide Naval Architect or Professional Engineers Stability assessment that includes or allows vessel to ballast.

B-V fire extinguisher not mounted, mount semi-portable extinguisher in accordance with 46 CFR 142.230(e).

Eight (8) of nine battery boxes were not mounted and all wiring leading to batteries were just sitting on deck plates in engine room; properly mount battery boxes and wiring.

Fire pump can not be remotely energized from outside of the machinery space IAW 46CFR27.301(a)(2).

General alarm light as required by 46CFR27.201(a)(3) inop in engineroom.

Proof of certification of fire detection system IAW 46CFR27.203(g) not available for review.
