While on safety walk through noted two (2) bolted hatch covers on forward bulkhead of below deck maintenance/store room; questioned crewmember about hatches; crewmember stated they were ballast tanks. Reviewed RCP Manual Ch. 7.30 Ballast Water [name withheld] states: 4 Policy:[4.1] Evansville Marine Service, Inc. does not operate vessels that are equipped with ballast tanks. In the event that there is a need to conduct ballast water operations, it must be approved by the Vice President of Operations. If ballast water operations are conducted, the annual reporting requirements will be met in accordance with applicable Federal law and regulations. Vessel Stability Statement does not mention Ballast Operations. Provide Naval Architect or Professional Engineers Stability assessment that includes or allows vessel to ballast.
