To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The valve must be operable from a safe place outside the space where the valve is installed. MI observed port and starboard fuel shutoff valves were not operable from outside of the machinery space. Repair fuel shutoff valve to the satisfaction of the attending marine inspector.

The functional requirements of a TSMS include: Procedures to prepare for and respond to emergency situations by shoreside and vessel personnel. MI observed a lack of maintenance or operating procedures regarding the vessel's installed bilge system. Incorporate procedures to prepare for and respond to flooding to the satisfaction of the TPO (ABS).

An existing vessel may be deemed by the OCMI, or TPO, to be in compliance with this subpart provided that either: (a) The vessel is built, equipped, and maintained to conform to the rules of a recognized classification society appropriate for the intended service and routes, but not classed; or (b) The vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by either the OCMI, or TPO engaged to perform an audit or survey.
