Vessel bilge system is engineered with a valve capable of interconnecting the bilge slops with ballast water. Remove the valve from the system. The valve shall be locked closed and a log kept by the vessel Master any time the valve is opened until the valve is removed.

Resolution: The failure was determined to be caused by a malfunctioning directional valve on the port engine gear box, a malfunctioning gear brake module for the port engine, and a malfuntioning master control E-Rim for port and starboard engines. Items were replaced
