Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions.
Vessel reported a loss of steering while entering Portland Canal at OHR MM 604.1.
Prove proper operation of steering gear system to either the TPO or USCG prior to movement of the vessel.

The vessel experienced a loss of propulsion on it's port engine. Divers determined the vessel's port MDE shaft broke between the shaft log and strut. Vessel is to be towed to mile marker 265, Ohio River, where vessel is to be hauled out for permanent repairs to be made. Vessel is not permitted to be operated until permanent repairs are made and Coast Guard inspectors from MSU Huntington approve repairs.

Fire pump did not produce proper psi. Repair or replace pump and test for proper operation.
