A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment.
Vessel collided with foreign flagged deep draft vessel. Damage is on the port hull approx 45 to 50 ft long, set in approximately 2 feet. #4 port and #5 port fuel tanks have been breached with total fuel loss of 8954 gallons. Significant amounts of oil were found in bilge.
Prior to vessel movement, submit a transit plan satisfactory to OCMI including receiving facility confirmation of availability. Prior to start of repairs, submit repair plan to satisfaction of OCMI. Prior to returning vessel to service, schedule repair check with OCMI.
