Before making any repairs to boilers or unfired pressure vessels, the Chief Engineer must submit a report covering the nature of the repairs to the Officer in Charge, Marine Inspection, at or nearest to the port where the repairs are to be made. MI was notified by SSF Command Center that two pinhole leaks in the tank piping arrangement led to leaking on-deck and inoperable thermal fluid heater. Provide a repair proposal to the satisfaction of the [name withheld] the thermal fluid heater is available for testing in the presence of a marine inspector. Rectify prior to operation of Thermal Fluid Heater. (46 CFR 35.25-5)(a) 705c
