The [COI] inspection will ensure that the vessel is in satisfactory condition and fit for the service for which it is intended, and that it complies with the applicable statutes and regulations for such vessels. Propulsion check, steering test, operations test of propulsion and auxiliary machinery, man overboard drill, and fire drill were not conducted due to inoperable port propulsion engine.
