Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel reported loss of propulsion in one of two main diesel engines while underway. Provide TPO attesting to proper operation of propulsion systems prior to resuming commercial operations.

Hull's side shell in way of port side mounted keel cooler has developed a pin hole to corrosion. Temp repaired with use of wood shingle. Operator to pull vessel out of water and complete final repairs to the satisfaction of the attending marine inspector.

The Starboard main rudder found severely bent and cracked. Remove and replace to the satisfaction of the attending marine inspector. The port flanking rudder found slightly bent but appears to function. Vsl operator plans to remove and replace also.
