Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. The vessel experienced a propulsion loss on the starboard engine. Conduct a complete causal analysis of the starboard engine loss. Following repairs, a full engine capability test must be performed. Submit the completed analysis and a statement from the TPO attesting to the restoration of full engine capability. 46 CFR 143.205(a) 60c

Resolved 3 December 2025
Resolution: Sabine Surveyors, operating as an approved TPO under 46 CFR 139.120(b), verified the repairs and determined the J THOMAS to be in compliance with applicable requirements of 46 CFR Subchapter M and fit for its intended route. See narrative for more detail.

(b) The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency conditions. This includes, but is not limited to, responses to alarms and restoration of propulsion and steering in the event of failure. This vessel suffered a loss of steering due to the NO2 steering pump. Vessel is to contact the USCG before departing after rectifying deficiency.
