Resolved
No repairs or altercations affecting the safety of the vessel or its machinery shall be made unless applicable requirements of this chapter are met. Vsl reported the KIRBY 29129 has a hairline fracture on the transfer line. After satisfactory cure of temp epoxy patch the barge is permitted a one time discharge at a reduced transfer rate as detailed in plan submitted to CG. Once discharge is complete the barge is prohibited from conducting cargo operations until permanent repair is made to the satisfaction of attending marine inspector. Barge is permitted to transit to Port Arthur TX for repair where they must contact local OCMI and submit repair proposal prior to any repair work and for final clearance of 835.
