Each towing vessel must have a means to monitor and control the amount of thrust, rudder angle and direction of thrust at each operating station. Vessel port rudder will not respond to rudder commands. Complete examination with divers. Provide dive report. Repair port rudder to the satisfaction of the TPO or Coast Guard prior to vessel movement.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel lost propulsion when they experienced a low lube oil alarm on the Starboard reduction gear. A crack on the hydraulic line going into the Starboard reduction gear was discovered. Provide technician's report (on official letterhead) attesting to satisfactory repairs, tests and sea trials.

Resolution: Received satisfactory tech report detailing replacement of 15' section stbd reduction gear lube oil piping.
