Each cargo tank of a tank barge must have one of the following liquid overfill protection arrangements: an intrinsically safe overfill control system. During damage survey the attending marine inspector found the #1 Port cargo tank high overfill alarm wiring not connected. Vessel shall enact permanent repairs to the satisfaction of a USCG Marine Inspector.

The owner, master, or person-in-charge of a tank vessel must ensure that portable and semi-portable extinguishers are inspected and maintained in accordance with NFPA 10 (incorporated by reference, see 31.01–2) as specified in paragraphs (a)(1) through (4) of this section. During damage survey the attending marine inspector found all extinguishers on board the 'MM 144' were past inspection date. Vessel shall enact permanent repairs to the satisfaction of a USCG Marine Inspector.

Sidelights mean a green light on the starboard side and a red light on the port side each showing an unbroken light over an arc of the horizon of 112.5 degrees and so fixed as to show the light from right ahead to 22.5 degrees abaft the beam on its respective side. During damage survey the attending marine inspector found the port sidelight was not properly secured to VSL allowing movement which changes the arc of visibility. Vessel shall enact permanent repairs to the satisfaction of a USCG Marine Inspector. The action code 705 means the VSL is restricted from movement at night until the deficiency is cleared.
