Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel lost control of main propulsion engines when air receiver pressure was lost. Diagnose and repair to the satisfaction of an attending Marine Inspector. In accordance with CVC-WI-013(8) enclosure 3, The vessels TPO can clear this deficiency with objective evidence submitted to the OCMI within 72 hours. 46 CFR 143.205(a)

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must be maintained to ensure proper operation. Vessel reported casualty of the Port main engine with technician's report attesting to extensive damage requiring the engine's removal/replacement. Provide technician report and TPO report prior to movement from repair facility upon completion of maintenance attesting to satisfactory operation. 46CFR 143.205 (a); (c)(1).
Action required: 60 - Rectify deficiencies prior to movement

Resolution: New engine was installed, aligned, and commissioned to the satisfaction of the technicians. A river test was performaed to the sastisfaction of attending surveyor.
