Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: (1) Be maintained to ensure proper operation; (2) Be suitable for route and service; and (3) Have suitable propulsion controls to provide the operator full control at each operating station. The crew reported that the vessel lost propulsion due to mechanical failure in the port main engine while underway, approximately 12 miles SW of Tinian. The starboard engine was reported to be operational. Make necessary repairs so that the port main engine is suitable for route and service. While underway and shifting berths, vessel experienced a loss of pressure from the main air compressor and pneumatic delivery system for pneumatic steering, resulting in a loss of steering. After appropriate repairs are made, conduct sea trials to the satisfaction of attending Marine Inspector.
