A towing vessel that is: Certificated for limited coastwise, coastwise, oceans or waters beyond 3 nautical miles from shore on the Great Lakes, whose contract for construction was executed prior to August 27, 2003 must be equipped with either: an approved 160–B semi-portable fire-extinguishing system to protect the engine room; or
a fixed fire-extinguishing system installed to protect the engine room. If equipped, semi-portable fire-extinguishing systems Coast Guard approved under approval series 46 CFR 162.039. If equipped, fixed fire-extinguishing system approved by Commandant and meets: 46 CFR 76.15, 78.47-9 and 78.47-11 if a carbon dioxide system.
The operator removed the 160-B portable fire extinguisher from the vessel which is required on the COI and currently has (1) one hundred pound CO2 bottle attached to a hose reel at the top engine room upper landing. The only way to energize the CO2 system is for a person to extend the hose reel into the engine room and use the trigger actuator at the end of the hose reel while CO2 is expelled in the space the person is currenlty occupying. A 160-B portable extinguisher or a fixed CO2 system is required for a route beyond LBS.
