A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. The vessel reported a crack in the starboard fuel tank when being lifted onto blocks. Make repairs to the satisfaction of the attending inspector The vessel's TPO has the option to clear this deficiency with notification to the local OCMI within 72-hours in accordance with CG-CVC Policy Letter 17-10. 46 CFR 144.320
