Paints, coatings, or other flammable or combustible products onboard a towing vessel must be stored in a designated storage room or cabinet when not in use. [...] If a dedicated storage cabinet is provided it must be secured to the vessel so that it does not move and must be either: (1) A flammable liquid storage cabinet that satisfies UL 1275 (incorporated by reference, see § 136.112 of this subchapter); or (2) A flammable liquid storage cabinet that satisfies FM Approvals Standard 6050 (incorporated by reference, see § 136.112 of this subchapter); or (3) Another suitable steel container that provides an equivalent level of protection. Vessel has a plastic paint storage locker on deck, O/O to shift stored products to acceptable location or supply compliant storage cabinet.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel BNWAS had a DC Power Failure. Vessel to investigate and rectify battery issue.

Each remote valve control must be marked in clearly legible letters, at least 25 millimeters (1 inch) high, indicating the purpose of the valve and the way to operate it. Signage was missing for fuel shut off in the crew galley space. 46CFR143.260(e)

A towing vessel that is exposed to salt water more than 6 months in any 12 month period must undergo a drydock and internal structural examination at least twice every 5 years, nor to exceed 36 months. MARIE H did not undergo drydock exam and ISE IAW due date of 31MAR2023 on vessel's COI. Complete credit drydock and ISE prior to towing operations. Cite: 46CFR137.300, 46CFR137.302
