Each person in charge required by paragraphs of this section shall have in his or her possession a copy of the vessel transfer procedures as appropriate. Attending Marine Inspector(MI) identified that transfer procedures were not present on vessel for internal waste oil transfers. As vessel has a fuel capacity of 31,452 Gallons 33CFR156.100 is applicable as it exceeds 250 Barrels(10,500 Gallons)

The OCMI may suspend transfer operations to a vessel operator when the OCMI finds there is a condition requiring action to prevent the discharge or threat of dischage of oil or hazardous materials. The lack of procedures, sounding tables and training needs to be addressed with vessels TPO and corrective action plan should be presented to the USCG for review.
