Resolved
A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. The vessel sustained a fracture in the bow slope sheet approximately 2 feet below the waterline which was allowing water to enter the bow void. The crack was temporary repaired with wood and welded in doubler plate. Vessel is to conduct permanent repair at shipyard as soon as possible to the satisfaction of the local OCMI.
