Towing vessels must have a reliable means to provide notification when an emergency condition exists a high bilge level alarm must be provided. the installed Engine room bilge alarm was fitted with a disconnect switch located in the engine room. During vessel operation the alarm was turned off, demonstrating a disregard to the required safety feature. Disconnect switch must be removed.

Master states water comes from rudder post and is pumped weekly. Could not produce any records/logs attesting to pumping void and during normal operation visual inspection of rudder post witnessed no water coming out into the space.
