Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. The following alarms must be provided: high bilge levels, be visible and audible at each operating station. The high bilge alarm was not audible or visible from the pilothouse,or locally in the engine room, instead when the alarm was triggered the alarm panel indicated a low hydraulic fluid alarm. Repair the alarm and provide OCMI with tech report as evidence that the system is restored. This may be done directly or through the TPO.
