Vessel's general alarm could barely be heard in the engine room and the engine room red light was not operable, presenting a hazard to the crew in the event of an emergency. vessel and safety of persons onboard under normal and emergency conditions. Generator electrical cables were submerged by oil in the bilge, two of the emergency back up batteries were not covered and had clamp-on jumper cables attached with cables on the deck plates also covered in oil, presenting a major fire risk and also jeopardizing the emergency battery power, if needed. Drain bilge, properly locate the wiring beneath the generator, cover the batteries, use proper power cables. 46 CFR 143.205(a)

Identified excessive amounts of oil throughout the engine room, 2-3 inches of oil in the entire engine room bilge, excessive leaks on the generators and main engines, and 2-3 feet of vertical oil residue on the engine room bulkheads giving the assumption that was the previous oil level sometime before our boarding, all presenting a major fire hazard. All fire detection systems must be serviced every 12 months. The fire detection panel, upon arrival, was past the servicing date, 7 months overdue. Furthermore, crew had no proficiency to know how to test the system, nor the actual means/test devices to test the fire detection system per the system's manufacturer's manual. Train crew, obtain the manufacturer's manual and the designated testing equipment, and a proper servicing company needs to service the system, before vessel movement. 46CFR142.240(a)

Not only did the only deckhand on board not know how to turn on the fire pump, upon instructing him how to turn it on, the pump actuated however there was no water pressure/water coming out of the hoses, indicating a water pressure issue or a internal valve issue with the fire station.
