A towing vessel that is: Certificated for rivers, lakes, bays, and sounds, less than 3 nautical miles from shore on the Great Lakes must be equipped with either: An approved 160-B semi-portable fire-extinguishing system to protect the engine room; or A fixed fire-extinguishing system installed to protect the engine room. The vessel is equipped with a fixed halon system. The system local instruction need to be replaced or cleaned to make legible. The tags on the system components to to be labeled in accordance with the instruction placard, and the time delay needs to be replaced as it was painted over and not legible.

To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The valve must be installed in the fuel piping directly outside of the fuel oil supply tank. The valve must be operable from a safe place outside the space where the valve is installed. The fuel shutoffs are located inside the fuel tank.

Piping and tanks exposed to the outside of the hull must be made of metal and maintained in a leak free condition. Vessels #1 fuel tank is damaged and leaking into the forward hold bilge. Assess damage, provide a repair proposal, and make repairs to the satisfaction of an attending marine inspector. The vessels TPO has the option to clear this deficiency with notification to the local OCMI within 72-hours in accordance with CG-CVC Policy Letter 17-10.
