Alcohol testing must be conducted within two hours on each individual engaged on a vessel that was directly involved in a serious marine incident. The marine employer must have a sufficient number NHTSA approved alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol. COI authorizes vessel to operate on a 100 mile oceans route. Vessel restricted to operations inside the Delaware Bay until adequate alcohol testing devices are provided on board vessel ready for immediate us. 46CFR4.06-3, 46CFR4.06-15. 50C
