Each towing vessel must be equipped with one fire axe that is readily accessible for use. The fire axe on the front of the vessel was very rusted so the blade wasn not sharp anymore, and the bracket being mounted so the axe was mounted downwards made it difficult to retrieve. Recommend maintenance and mounting the bracket in an upwards position.
