When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible. MI observed numerous cargo tank pinhole leaks, wastage and buckling of structural members in the #4 port void, several substandard & popped welds throughout entire barge. Provide a 3rd-party survey attesting to the condition of all voids and cargo tanks.
