The Coast Guard recorded this vessel and the following in the same

At the time of Annual Insepction conducted on 31JAN14 the Thermal Fluid Heater (TFH) was inoperable and could not be inspected. Vessel to prove proper operation of Thermal Fluid Heater prior to carrying elevated temperature cargoes. Vessel representative has no intention of using TFH in the immediate future.

Upon completion of cargo offload, #6 Oil, proceed to local Houston shipyard to pressurize #1 cargo tank and check for leaks, repair damaged hatch lids and dogs on #2 stbd wing void prior to loading cargo.
