The barge was loaded with crude oil and while waiting to off-load in a fleeting area near Ohio River MM 317, the cargo venting system did not operate properly, causing the deck on top of the dome (starboard bow side) to buckle. The buckled area raised approximately 15 inches in the center of an an egg-shaped area approximately 35-40 foot long by 10-15 foot wide. No holes, cracks, busted welds or leaks observed. The present cargo is to be off-loaded. After off-load, the barge is authorized movement, transit, fleeting and cleaning as necessary for cargo tank and cargo venting system assessment and completion of any potential repairs.
