The inspection will ensure that the vessel is in satisfactory condition and fit for the service for which it is intended, and that it complies with the applicable statutes and regulations for such vessels. The inspection will include inspections of the structure, pressure vessels and their appurtenances, piping, main and auxiliary machinery, electrical installations, lifesaving appliances, fire detecting and extinguishing equipment, pilot boarding equipment, and other equipment. The inspection will also determine that the vessel is in possession of any valid certificates or licenses issued by the Federal Communications Commission, if required. The inspection will also include an examination of the vessel's lights, means of making sound signals and distress signals, and pollution prevention systems and procedures. Due to the inactive status of the vessel, numerous systems/equipment have been secured and portions of the inspection items in 46 CFR 136.212(b) were unavailable for testing. Vessel is required to bring all systems on line and equipment on station and reinspected at the discretion of the attending marine inspector. 46 CFR 137.200(b),46 CFR 136.212(b)

Each towing vessel must have a means to monitor and control the amount of thrust, rudder angle, and direction of thrust, at each operating station. The #1 steering system is unable to operate in follow up. Vessel is to make permanent repairs to the # 1 steering system and ensure that it is fully operational, to the satisfaction of the Coast Guard and or Class within 07 days.

PROPULSION MACHINERY SHALL BE MAINTAINED TO ENSURE PROPER OPERATION. THE VESSELS PORT MAIN DIESEL ENGINE EXPERIENCED A FAILURE IN TH E#8 CYLINDER, RENDERRING THE ENGINE INOPERABLE. AFFECT REPAIRS AND CONDUCT TESTS TO THE SATISFACTION OF ATTENDING CG MARINE INSPECTOR. 46CFR143.205(c)(1)

If the vessels gyrocompass stops operating properly the person directing the movement of the vessel must report or cause to be reported that is its not operating properly to the nearest Captain of the Oort. Vessel reported loss of gyro compass. Technician to attend for repairs/replacement prior to vessel departure from Marysville, Michigan. Vessel to provide service technician report and notify Coast Guard Duty Marine Inspector prior to getting underway.
