Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel lost propulsion during operations due to a generator failure.

Essential Systems or equipment must be regularly tested and examined. Tests and examinations must verify that the system or equipment functions as designed. In accordance with Table 46 CFR 143.245(b) essential systems required to be tested at least once every three months. The fixed bilge system for emergency dewatering could not be tested and proper operation could not be verified. Additionally, there was not a record that the bilge system had previously been tested. Prove proper operation of Bilge system to the satisfaction of attending Marine Inspector. 46 CFR 143.245(b)

Resolution: A successful tests of the bilge suction system was completed. Demonstrated operability of fixed bilge pump and associated fixed piping.

Each lifebuoy on a towing vessel must be approved under approval series 160.050 or 160.150. The grab line shall be 3/8 inch diameter polyethylene, polypropylene, or other suitable buoyant type synthetic material having a minimum breaking strength of 1,350 pounds. Grab lines on the port and starboard life buoys located outside of the pilot house were found to be deteriorated which reduces the breaking strength. Grab lines to be replaced to the satisfaction of the attending marine inspector. 46 CFR 141.360(b)(1).
