NRC ENDURANCE

All tank vessels, the construction or conversion of which is started on or after July 1, 1951, shall conform to the requirements in this subpart in construction of hulls. The hull and deck houses shall be of steel or iron construction except that the pilothouse and decks over quarters may be constructed of wood. Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Marine Inspector identified multiple suspect areas of scantling along the port and starboard side shell and bottom shell indicating scantling wastage. Areas in question must be ultrasonically tested by a professional non-destructive testing company of the barge representatives choosing. The testing required must be performed in the presence of and to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 32.60-1 705 C

Vessel rep could not provide current approval document.

No evidence of drug/alchol testing enrolement.

FWD lifering was not labled with the vessels name.

Air start not available to test prime mover. Local Marine Inspector to witness operation of prime mover, prior to cargo operations. 46 CFR 32.35-5; 701c

Unable to test emergency shutdown for prime mover. Local Marine Inspector to witness operation of emergency shutdown, prior to cargo operations. 46 CFR 32.50-35; 701c

02 scupper plugs were missing or were not attached to vessel. Replace and attach scupper plugs. 33 CFR 155.310(b); 16c

Warning sign for "No open lights, smoking and visitors" damaged. Reaffix warning sign to vessel during drydock. 46 CFR 35.30-1(b); 705c

Vessel was due for cargo tank internal inspection on 31 Mar 2019. Local unit unable to completed inspection. Cargo tank internal inspection to be completed at vessel's scheduled drydock. 46 CFR 31.10-21(a)

Vessel did not complete annual inspection with in 90 day window of anniversary date. Vessel restricted from operations untill annual exam completed.

Provide designation of person in charge by name or position, and update transfer procedures that are to be used by NRC personnel.

Prior to getting vessel underway provide evidence that proper day shapes and navigation lights are servicable and present.

Test all pressure vacuum valves to designed pressure and vacuum settings using a properly sensitive calibrated guage.

Prior to conducting cargo operation, conduct hydrostatic test of all cargo piping to 1.5 times the maximum allowable working pressure.

Prior to conducting cargo operation, provide cargo hoses properly tested and marked.

Prior to conducting cargo operation, provide evidence all cargo valves are functioning by bench testing or a hydrostatic test to 1.5 MAWP.

Provide complete scantling plan as plan on board is missing upper left hand corner of drawing.

Renew reduction gear stub shaft , current shaft is severly pitted. Renew prior to discharging cargo operations

Provide classification society report attesting to the satisfactory condition of the hull

Make barge internals available for inspection

Submit for approval repair proposal.

Complete repairs in accordance with repair proposal.

Complete arrival certificate of inspection.

Crop and renew bottom longitudinals 2 and 4 from centerline in the aft bay of the starboard forward rake.

Crop and renew bottom longitudinal no. 2 from mid point of bay no. 2 to the aft bulkhead in the port forward rake.

In cargo tank 1 P - Crop and renew bottom longitudinal nos. 2, 7, 8 and 9 from cl in forward bay with associated gussets/brackets. Crop and renew bottom longitudinals 1-8 in bay 2. Crop and renew bottom longitudinals 1-10 in bays 3 and 4.

In cargo tank 1 S - Crop and renew bottom longitudinals 9 & 11 with associated gusset brackets in bay one. Crop and renew bottom longitudinal no. 10 in bays 1 and 2.

In cargo tank 1 P - Crop and renew bottom longitudinals nos. 2, 7, 8 and 9 from centerline in forward bay with associated gusset brackts. Detached longitudinals braces in bays 1,2 and 3 at bottom longitudinal 6 to be rewelded. Crop and renew bottom longitudinals 1-8 in bay 2.

In cargo tank 1 P - Crop and renew bottom longitudinals 1-10 in bays 3 and 4.

In cargo tank 1 S - Crop and renew bottom longitudinal nos. 9 and 10 in bay 1.

Crop and renew bottom longitudinal no 10 in bays 1 and 2.

In cargo tank 2 P - Crop and renew fractured and thinned underdeck longitudinal "I" beam stiffener in way of the expansion trunk.

In cargo tank 2 S - Crop and renew fractured and thinned underdeck longitudinal "I" beam stiffener in way of expansion trunk.

In number 3 P cargo tank - Reweld detached bottom longitudinals.

In the port forward rake at the bilge wrapper butt weld connection just aft of the first web forward of the the aft bulkhead, excavate fractures, weld from one side, back gouge from the other side and reweld.

Port sheer strake plating insert plate at midship - Excavate fractures, reweld and test with NDT.

Main deck plating on centerline. - Excavate and reweld fracture on the main deck plating at weld conection of the no. 2 cargo tank expansion trunk.

Main deck plating port side - Excavate and reweld fracture at transverse butt weld located sixteen inches forward of the aft bulkhead of the no. 2 cargo tank.

Prime mover shut down did not function.
