The Coast Guard recorded this vessel and the following in the same

High level and overfill alrms must Activate a visible and audible alarm so that it can be seen and heard on the vessel where cargo transfer is controlled. Upon initial activation, alarm panel was INOP. Replaced alarm panel, tested SAT. Deficiency cleared on the spot.
