Electrical systems and equipment must function properly and minimize system failures and fire and shock hazards. Marine Inspector observed Electronic Navigation Charting System Monitors connected to a surge protector beneath the console. When testing the surge protector, MI's observed all monitors turn off resulting in a unsafe navigation assessment. Vessel shall have primary navigation equipment equipped to back up power to ensure safe navigation of the vessel at all times. 46 CFR 143.400 (a) 17c
