Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel has suffered from a loss of steering due to a broken rudder shaft. Vessel is authorized assisted transit to S&H Bell in company fleeting area (MM331.4) for damage survey assessment and repairs. Vessel shall submit all tech/repair reports to local OCMI for review and must inform when vessel is ready to prove propulsion/steering testing capabilities in the presence of OCMI prior to any further movement or operations once reaching S&H Bell and repairs complete. Report all further developments/conditions to local [name withheld]2692 within five days to provided email.
