A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. The vessel struck a submerged object on the Lower Mississippi River which resulted in water ingress into the port fuel-oil storage tank and the inner bottom void space. The additional water in the fuel tank has caused the vessel to list to port. Correct the list prior to movement and make permanent repairs to the effected spaces prior to returning to commercial service.

Resolution: The vessel's crew transferred water to the vessel's STBD slop tank to a point where the list was corrected enough to be towed to drydock. In addition, MSD Vicksburg MI's witnessed satisfactory repairs of the hull.
Decks and bulkheads designed to be watertight or weather-tight must be maintained in that condition. There are access covers fitted into the deck of the lower main machinery space to access the inner bottom space. There is water ingress from the flooded inner-bottom space to the lower main machinery space. Make the access covers water-tight prior to departure from the Port of Greenville, MS.
