The Master must ensure that all hatches, doors, and other openings designed to be watertight or weathertight function properly. The paint locker emergency escape hatch was not watertight and could not be opened by hand. Make repairs to the emergency escape hatch.

Electrical systems and equipment must function properly and minimize system failures and fire and shock hazards. Vsl lost steering while approaching a pier due to a tripped breaker providing power to rudder room. Provide TPO report to satisfy requirements of this deficiency.

Resolved 24 November 2020
Resolution: Reset relief valves and pressure limit switches. Also changed 100 amp breaker that had tripped and caused original loss of power. Conducted satisfactory test of steering system.
