ent outlets from all tanks which may emit flammable or combustible vapors, such as bilge slop tanks and contaminated drain tanks, must be fitted with a single screen of corrosion-resistant wire of at least 30 by 30 mesh, or two screens of at least 20 by 20 mesh spaced not less than 1/2" nor more than 1.5" apart. Port aft day tank flame screen was painted & and not seated properly in housing.

Each lifebuoy must be marked in block capital letters with the name of the OSV and the name of the port required to be marked on the stern of the OSV. Name of port on bow lifebuoy was faded.

Each piping penetration, in each bulkhead required by this subchapter to be watertight, must meet the requirements for materials and pressure design of subchapter F of this chapter. MI observed multiple large holes in bulkhead wire penetrations through forward engine room bulkhead. 46 CFR 128.230

Alterations and repairs to inspected vessels must be done—(1) Under the direction of the Officer in Charge, Marine Inspection. MI observed unauthorized repairs being made to the emergency hatch leading out of the engine room affecting the vessel's load line survey and certificate. There were also modifications to the moon pool enclosure, observed to be welded shut calling into question the validity of the vessels current stability letter. Applicable plans shall be submitted for review and approval by MSC/ABS and vessels stability letter/stability booklet must be updated to reflect and address the moon pool modification, and the removal of the PAM. 46 CFR 170.005

This section applies to each vessel with watertight doors in bulkheads made watertight in compliance with this chapter. A Class-1 door may be installed at any place if—(1) The door has a quick-acting closing-device operative from both sides of the door;(2) The door is designed to withstand a head of water equivalent to the depth from the sill of the door to the bulkhead deck or 3 meters (10 feet), whichever is greater; and(3) The vessel's pilothouse contains a visual indicator showing whether the door is open or closed. MI observed no visual indicator in the pilothouse to indicate whether the doors were opened or closed. Although the bridge panel was updated there was no indicator to determine whether doors were closed.

Each connection to a conductor or a terminal part of a conductor must be made within an enclosure. MI observed multiple dead end wiring without proper termination throughout the engine room. 46 CFR 129.340 (g)

If your vessel's Certificate of Inspection is renewed less often than annually, the marine inspector must check the settings of the safety relief valves on all pressure vessels, twice every 5 years. No more than 3 years may elapse between any check and its immediate predecessor. MI observed both pressure vessel's safety relief valves had not been tested since June 2021. 46 CFR 61.10-5 (i)(2)

Each distribution panel or switchboard must be totally enclosed and of the dead-front type. Breaker panel in the engine room was found with openings in the front, and outside front panel not properly secured. 46 CFR 129.330 (e)

Exhausts of internal-combustion engines, galley uptakes, and similar sources of ignition must be kept clear of and insulated from woodwork and other combustible matter. MI observed the stbd MDE was missing lagging on exhaust in the vicinity of the turbocharger. 46 CFR 127.220 (b)

Each closing appliance must remain watertight under the design water pressure of the watertight boundary of which it is a part. Vessel's aft watertight door in the egine room did not fully seat.

Vessel must maintain a ballast water managment (BWM) Plan that has been developed specifically for the vessel and that will allow those responsible for the plan's implementation to understand and follow the vessel's BWM strategy and comply with the requirements of this subpart. Vessel does not have a BWMS and informed the attending MI that they use municipal water. The vessel's current plan on board that was provided did not reflect what the vessel's currently practices.

Each battery must be located as high above the bilge as practicable within the space the battery is located in and be secured to protect against shifting due to roll, pitch, and heave motions or vibration of the vessel. Vessel's battery installation for the STBD MDE was not properly secured.

Each watertight door in a bulkhead that must be watertight in compliance with the requirements in part 174 of this chapter, and each watertight hatch, must be marked on both sides in letters at least 50 millimeters (2 inches) high that state the following: “WATERTIGHT DOOR—KEEP CLOSED EXCEPT FOR PASSAGE” or “WATERTIGHT HATCH—KEEP CLOSED WHEN NOT IN USE”. Vessel's watertight doors were not labeled on both sides of the door.

vessel may install fire extinguishing equipment beyond that required by this subchapter, and maintained in accordance with an appropriate industry standard and and must be designed, installed, tested,the manufacturer's specific guidance. Vessel's fire monitor pump was found to be leaking excessively from both packing glands. Vessel shall not energize fire monitor or operate in stand-by vessel capacity until fire monitor leak is secured. NLT 30 days to rectify.

A rudder-angle indicator independent of the control of the main steering gear must be installed at the steering-control station in the pilothouse. Vessel's RAI in the engine room was off by 10 degrees from the RAI on the bridge.

Alterations and repairs to inspected vessels must be done—(1) Under the direction of the Officer in Charge, Marine Inspection. MI observed an unauthorized repair made to the bilge pipping arrangement posing a down flooding risk; affecting the vessel's load line survey and certificate. The pipe shall be removed from the spool piece or provide approved drawings from USCG MSC and or ABS for proper installation oversight. This requirement has also been noted on ABS short term load line certificate issued 21 SEP 2024. Rectify within 7 days.

Vessel must comply with applicable requirements for any radio requirements set forth in 47CFR part 80. Vessel had damage to SSB radio from lighting strike.

Each fire detector and control until must be approved and maintained. PAM fire detection panel had a system fault. Vessel provided tech report.

Immediately after addressing safety concerns, the owner, agent, master, operator, or PIC shall notify the nearest Sector or OCMI involving: (4) occurence materially and adversely affecting the vessels seaworthiness or fitness for service. Vessel had a lighting strike that damaged the SSB radio and other electrical equipment on the bridge. Educated Owner/Operator Mgmt, vessel rep, and Masters.

The MARCELLE BORDELON is authorized to transit from its current location offshore to Bollinger Shipyard in AMELIA, LA. The vessel shall communicate noteworthy changes in operating condition during transit to the cognizant OCMI in whose zone they are in. The MARCELLE BORDELON is to contact MSU MORGAN CITY and VTS upon entering and exiting their area of responsibility. The vessel is not to depart the Morgan City Area of Responsibility until USCG personnel at MSU MORGAN CITY have been notified and have delivered further guidance. Fire/Safety Plan was not accurate or approved by the CG or an RO. 46 CFR 131.945

Each enclosed space must have a means to close. Vent from main deck to gally was unable to close. 46 CFR 127.250(a)

PV valves shall conform to subchapter Q. PV valve is painted over and is unable to function. Vessel shall have PV valve serviced prior to carriage of cargo (Methanol, LDHI) in tanks. 46 CFR 153.368(h)

Replace all unapproved plastic Racor fuel oil filter/strainers with fluid conditioner fittings meeting ASTM 1201 as required by 46 CFR 128.110 and 46 CFR 56.15-5.

Rudder angle indicators at the bridge and engine room locations are not aligned and deviate from each other by up to 13 degrees. Calibrate rudder angle indicators so they are accurate and aligned (linear).

Fit leaking flexible piping (hoses) on main diesel engines with double hose clamps.

Show proper operation of ground indicators on switchboard.

Provide service certificate or provide new pressure relief valves for air receivers.

Provide proper gauges for air receivers in accordance with 46 CFR 54.15-5(f).

Adjust watertight door in engine room.

Provide proper transfer procedures for fuel/oil cargo in accordance with 33 CFR 155.750.

Provide guard on rotating machinery in way of bow thruster.

Clean containment and stop leak from fuel/oil fill line and no others.
