The owner or operator of an affected source shall use the procedures in paragraph (a)(4)(i), (ii), (iii), or (iv) of this section to ensure that marine tank vessels are vapor tight, as required in § 63.562(b)(1)(iii), (c)(2)(iii), and (d)(1)(iii). Vsl did not conduct the vapor tightness test. Vsl is required to conduct the vapor tightness test on the VSC line, prior to loading cargo that requires VCS. 40 CFR 63.563(a)(4) 705C
