Vapor piping systems and pressure-vacuum valves that are used for polymerizing cargoes must be inspected internally at least annually. Inspection of vapor piping could not be completed during annual inspection. As per District 8 Policy Letter 01-2017, make vapor piping system available for inspection within 30 days. Internal inspection must be completed by a USCG Marine Inspector and to the satisfaction of the OCMI.

Plans for a vapor collection system on a tank vessel must be reviewed and approved by Marine Safety Center prior to installing the system. The Pressure-Vacuum valve onboard the vessel was not the correct valve that was approved by Marine Safety Center during plan review. The valve onboard is rated for 1.0 pounds of vacuum pressure, but the plan approval only authorizes a valve rated for 0.5 pounds of vacuum pressure. Ensure current PV valve matches the requirements specified in the VCS Plan Review Information Sheet.
