Machinery must be designed and maintained to provide safe operation of the towing vessel under normal and emergency conditions. The vessel lost steering as a result of a failure of the number 1 steering pump not responding. Repair steering system to the satisfaction of TPO (ABS) prior to moving the vessel from its moored location at Kirby's fleet on the Lower Mississippi River, MM 225.
In accordance with CVC Policy Letter 17-10, the above deficiencies may be cleared by the operating company's TPO. TPO must submit a report to the cognizant OCMI within 72 hours of clearing the deficiencies.
