The Safety Management System (SMS) should ensure compliance with mandatory rules and regulations. As identified in the vessel's SMS MR-11, Section 4.5 states, “when certification is due for renewal and/or revalidation, the marine or technical superintendent shall coordinate the appropriate flag state or classification society for the survey to be carried out.” The International Ship Security Certificate (ISSC) intermediate verification was due by 19OCT2020. The vessel did not have a valid ISSC between 19OCT2020 and 18NOV2020. As part of the Alternate Compliance Program, the vessel must comply with all international conventions.
