Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel experienced a loss of propulsion when the STBD Main Diesel Engine shut down. Prior to movement provide TPO/Technician's report attesting to the satisfactory repairs and test of the STBD Main Diesel Engine to the attending USCG Marine Inspector. 46 CFR 143.205 (a)

Fuel systems for towing vessel main engines and generators must have a documented maintenance plan to ensure proper operation of the system. This plan should be available to the DMI and/or attending Marine Inspectors to satisfy the material condition of filters, valves, and associated equipment. Additionally, spare filters must be available on board and replenished within the timelines laid out in the vessel’s TSMS or maintenance plan. Provide documented maintenance plan to USCG Marine Inspector. 46 CFR 143.255 (a)-(c).
