"The master or person in charge must secure copies of certificates issued by the certified marine chemist or such person authorized by the OCMI. The master or person in charge must maintain a safe condition on the vessel by full observance of all qualifications and requirements listed by the marine chemist or person authorized by the OCMI in the certificate." Hot work, cutting/burning, was being conducted on both sides of the vessel, outboard of the main engines. Firewatch was required by Marine Chemist Certificate. Starboard firewatch was not in the immediate area of cutting operations on the starboard side of the vessel. The firewatch was between the main engines and did not see that sparks started a small fire in the bilge. Cleared:
